El proyecto Nuevas T\u00e9cnicas, Vivienda Social y Rehabilitaci\u00f3n Urbana<\/em> tiene por objetivo expandir la definici\u00f3n tradicional de la vivienda social y sus atribuciones (provisi\u00f3n de vivienda a los desfavorecidos) para poner de manifiesto su enorme potencial como instrumento para la mejora de tejidos urbanos. Con ello se intentan resolver dos cuestiones fundamentales: 1. La necesidad de rehabilitar \u00e1reas urbanas para recuperar un modelo de ciudad compacta y sostenible frente a la dispersi\u00f3n de actividades y residencia en el territorio y 2. La respuesta a la demanda de vivienda econ\u00f3mica y de calidad que sigue acuciando a la mayor parte de las ciudades espa\u00f1olas.<\/span>

El trabajo se organiza en 4 fases, de acuerdo a los siguientes objetivos espec\u00edficos:<\/span>

1. Recopilaci\u00f3n de antecedentes fundamentales en rehabilitaci\u00f3n urbana a trav\u00e9s de la vivienda social: identificaci\u00f3n de \u201cbuenas pr\u00e1cticas\u201d a nivel internacional, formulaci\u00f3n de un marco operativo mediante su comparaci\u00f3n cr\u00edtica con la situaci\u00f3n espa\u00f1ola.<\/span>

2. Elaboraci\u00f3n de un cat\u00e1logo cr\u00edtico de antecedentes: cuadros comparativos, tablas de relaci\u00f3n, f\u00f3rmulas de optimizaci\u00f3n, etc. Formulaci\u00f3n de un estado de la cuesti\u00f3n.<\/span>

3. Reflexi\u00f3n sobre t\u00e9cnicas y par\u00e1metros para la aplicaci\u00f3n de programas de vivienda social en la recuperaci\u00f3n de conjuntos de inter\u00e9s arquitect\u00f3nico y urban\u00edstico: l\u00edmites de higiene, confort, accesibilidad, est\u00e1ndares dotacionales, etc. Referencias para un nuevo marco normativo en tres niveles: urbano, arquitect\u00f3nico y constructivo.<\/span>

4. Elaboraci\u00f3n de criterios para la determinaci\u00f3n de los requisitos necesarios para la localizaci\u00f3n, definici\u00f3n de \u00e1reas e instrumentos de intervenci\u00f3n (normativas, planes, proyectos).<\/span>

5. Generaci\u00f3n de conclusiones: definici\u00f3n de par\u00e1metros y condicionantes de calidad para la aplicaci\u00f3n de la vivienda social a la rehabilitaci\u00f3n urbana, como resultado de la s\u00edntesis entre los aspectos anteriormente enunciados, que pueda ser incorporado por los distintos agentes, p\u00fablicos y privados, que operan en el sector para conseguir una mayor sinton\u00eda con las demandas y objetivos generales de la sociedad.<\/span>

Entre los logros m\u00e1s reconocibles del proyecto est\u00e1 la recopilaci\u00f3n sistem\u00e1tica de buenas pr\u00e1cticas internacionales, relacionadas en un cat\u00e1logo cr\u00edtico que ha sido difundido a trav\u00e9s de diversos art\u00edculos cient\u00edficos, conferencias, ponencias en congresos, y que supone una contribuci\u00f3n decisiva a la construcci\u00f3n de un corpus sobre la materia. Proyectos que a\u00fanan vivienda libre y social en un mismo edificio, t\u00e9cnicas de fragmentaci\u00f3n parcelaria para promover la participaci\u00f3n de ciudadanos y peque\u00f1as y medianas empresas en los procesos de regeneraci\u00f3n, implantaci\u00f3n de programas de vivienda social para la transformaci\u00f3n de estructuras industriales con valor patrimonial son algunos de los hallazgos del proyecto, ilustrados mediante experiencias concretas.<\/span><\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t

The Nuevas T\u00e9cnicas, Vivienda Social y Rehabilitaci\u00f3n Urbana project aims to expand the traditional definition of social housing and its attributes (provision of housing to the underprivileged) to highlight its enormous potential as an instrument for the improvement of the urban fabric. This is an attempt to resolve two fundamental questions: the need to rehabilitate urban areas to recover a compact and sustainable model of city as opposed to the dispersion of activities and housing across the territory, and the response to the demand for quality, affordable housing that continues to beset most Spanish cities.

The work is organized into 4 phases, according to the following specific objectives:

1. Compilation of fundamental antecedents in urban rehabilitation through social housing: identification of good practice at the international level, formulation of an operational framework by means of a critical comparison with the Spanish situation.

2. Preparation of a critical back catalogue: comparative tables, relationship tables, optimization formulas, etc. Formulation of a state of the question.

3. Reflection on techniques and parameters for the application of social housing programmes in the recovery of complexes of architectural and urban interest: hygiene limits, comfort, accessibility, standards, etc. References for a new regulatory framework on three levels: urban, architectural and constructive.

4. Preparation of criteria to determine the necessary requirements for the location, definition of areas and intervention tools (regulations, plans, projects).

5. Generation of conclusions: definition of parameters and quality criteria to be applied to social housing in urban rehabilitation as a result of the synthesis between the aforementioned aspects, which can be incorporated by the different agents \u2013 public and private \u2013 that operate in the sector to achieve greater harmony with the demands and general objectives of society.

Among the most recognizable achievements of the project is the systematic compilation of international good practice, listed in a catalogue that has been disseminated through various scientific articles, conferences, presentations at congresses, and that represents a decisive contribution to the construction of a corpus on the subject. Project findings include examples that combine free and social housing in the same building; site segmentation techniques to promote citizen participation and small and medium-sized companies in the regeneration processes; and implementation of social housing programmes for the transformation of industrial structures with heritage value.
