Las relaciones de Espa\u00f1a con Am\u00e9rica Latina constituyen un factor estrat\u00e9gico para la internacionalizaci\u00f3n de la econom\u00eda espa\u00f1ola que, como reconoce la reciente Ley 14\/2013, de apoyo a los emprendedores y su internacionalizaci\u00f3n,<\/em> constituye una \u201cfuente esencial de crecimiento en un contexto de globalizaci\u00f3n\u201d. Aplicada al sector inmobiliario, y en particular a la construcci\u00f3n de vivienda, esta premisa cobra una importancia si cabe aun mayor. Entre las consecuencias de la reciente crisis econ\u00f3mica est\u00e1 el fuerte ajuste del sector, y del extenso campo de actividades econ\u00f3micas que de \u00e9l dependen. Latinoam\u00e9rica se ha presentado en este sentido desde 2008 como un horizonte de internacionalizaci\u00f3n fundamental, marcado por la presencia de econom\u00edas emergentes, la fortaleza las inversiones espa\u00f1olas (stock de m\u00e1s del 12% del PIB), y por los important\u00edsimos componentes hist\u00f3ricos de nuestras relaciones.\u202f El sector inmobiliario espa\u00f1ol ocupa ya posiciones significativas en pa\u00edses como Per\u00fa, Colombia o Chile, donde operan grandes inversores y empresas. Este esfuerzo de internacionalizaci\u00f3n debe sin embargo ser acompa\u00f1ado por la construcci\u00f3n de nuevos espacios compartidos entre Espa\u00f1a y Am\u00e9rica, basados en el intercambio de conocimiento e innovaci\u00f3n socio-econ\u00f3mica y pol\u00edtica, tambi\u00e9n en el terreno de la construcci\u00f3n de vivienda y en los fen\u00f3menos de transformaci\u00f3n y crecimiento de las ciudades.

<\/span>El objeto del presente proyecto es contribuir a la construcci\u00f3n de ese espacio de conocimiento com\u00fan en dos aspectos fundamentales:

<\/span>\u2013 Por un lado, los procesos de trasformaci\u00f3n de \u00e1reas urbanas obsoletas llamados\u202f \u2018regeneraci\u00f3n urbana\u2019, presentados entre otros documentos por la Carta de Leipzig de la UE como estrategia de crecimiento sostenible frente a los modelos expansivos basados en el alto consumo de suelo y recursos.

<\/span>\u2013 Por otro, las pol\u00edticas p\u00fablicas de vivienda, aludidas con el t\u00e9rmino gen\u00e9rico\u202f \u2018vivienda social\u2019, condicionante fundamental del mercado inmobiliario en Latinoam\u00e9rica, donde se han puesto en marcha important\u00edsimos programas estatales y regionales en los \u00faltimos a\u00f1os, siguiendo objetivos de reequilibrio social.

<\/span>El proyecto re\u00fane estos dos intereses para investigar la aportaci\u00f3n que las pol\u00edticas p\u00fablicas de vivienda pueden realizar a los procesos de regeneraci\u00f3n urbana contempor\u00e1neos, tanto en Espa\u00f1a como en Am\u00e9rica Latina. Para ello re\u00fane un equipo multidisciplinar, en el que se integran geograf\u00eda, arquitectura, sociolog\u00eda y antropolog\u00eda, tratando de evitar las visiones reductivas de la cuesti\u00f3n, y en el que se incorporan ya importantes lazos de intercambio con pa\u00edses americanos (Argentina, M\u00e9xico, Colombia, EEUU).

<\/span>La mayor aportaci\u00f3n del proyecto reside en su enfoque metodol\u00f3gico: la compleja y variada cuesti\u00f3n de la vivienda en las ciudades de Latinoam\u00e9rica se aborda desde la convicci\u00f3n de que la vivienda social es un tema arquitect\u00f3nico y urbano de primer orden, en el que las componentes espaciales, materiales, de localizaci\u00f3n, constituyen aportaciones espec\u00edficas que no pueden eludirse ni entenderse como un simple reflejo de los contextos pol\u00edticos, sociales o econ\u00f3micos. La experiencia de intercambio con las instituciones acad\u00e9micas de distintos pa\u00edses ha confirmado el valor cr\u00edtico de este avance, poniendo de manifiesto la necesidad de activar instrumentos de proyecto a partir de las ricas experiencias arquitect\u00f3nicas y urbanas de la vivienda social en Am\u00e9rica Latina.

<\/span>A trav\u00e9s de talleres internacionales, seminarios y otras actividades de intercambio el proyecto ha logrado promover una red iberoamericana de investigaci\u00f3n sobre arquitectura de vivienda social, formada por investigadores de hasta ocho universidades distintas: ETSA de Madrid, UBA de Buenos Aires, FAUSP Sao Paulo, Javeriana de Bogot\u00e1, PUCP de Lima, UCSG de Guayaquil, UNAM y ANAHUAC de M\u00e9xico DF. La construcci\u00f3n de esta red ha confirmado que Latinoam\u00e9rica constituye un campo fundamental de innovaci\u00f3n y generaci\u00f3n de conocimiento en torno a las pol\u00edticas de vivienda social y regeneraci\u00f3n urbana de cara al futuro pr\u00f3ximo, y por tanto una oportunidad fundamental para la creaci\u00f3n de un espacio de intercambio no s\u00f3lo econ\u00f3mico, sino tambi\u00e9n cient\u00edfico y t\u00e9cnico a largo plazo. Que la construcci\u00f3n de vivienda social sea aprovechada para economizar el uso del suelo y las infraestructuras, generar ciudad, urbanidad, sentido de comunidad, cohesi\u00f3n e inclusi\u00f3n social (y no simplemente cobijo) es el reto fundamental en el que se han concentrado los avances del proyecto.<\/span><\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t

Spain’s relationship with Latin America constitutes a strategic factor for the internationalization of the Spanish economy where, as recognized in the Spanish law 14\/2013, supporting entrepreneurs and their internationalization constitutes an \u201cessential source of growth in the context of globalization\u201d. Applied to the real estate sector, and in particular, to housing construction, this premise takes on an even greater importance, if that were possible. Among the consequences of the 2008 economic crisis was the significant re-adjustment of the sector, and of the extensive range of economic activities that depend on it. Since 2008, Latin America has been presented in this sense as a horizon of fundamental internationalization, marked by the presence of emerging economies, the strength of Spanish investments (stock of more than 12% of GDP), and by the very important historical components of our relationships. The Spanish real estate sector already holds significant positions in countries such as Peru, Colombia and Chile, where large investors and companies operate. This internationalization drive must, however, be accompanied by the construction of new shared spaces between Spain and America, based on the exchange of knowledge and socio-economic and political innovation, and also \u2013 in the field of housing construction \u2013 transformation phenomena and the growth of cities.

<\/span>The objective of this project is to contribute to the construction of this common knowledge in two fundamental aspects:

<\/span>– the processes of transformation of obsolete urban areas called \u2018urban regeneration\u2019, presented, among other documents by the European Commission\u2019s Leipzig Charter, as a strategy for sustainable growth in the face of expansive models based on high consumption of land and resources.

<\/span>– public housing policies, referred to by the generic term, \u2018social housing\u2019, a fundamental conditioner of the real estate market in Latin America, where very important state and regional programmes have been launched in recent years, following objectives of social rebalancing.

<\/span>The project brings together these two interests to research the contribution that public housing policies can make to contemporary urban regeneration processes both in Spain and in Latin America. To do this, it brings together a multidisciplinary team, in which geography, architecture, sociology and anthropology are integrated, aiming to avoid reductive views of the issue, and in which important exchange links with American countries (Argentina, Mexico, Colombia, USA) are incorporated.

<\/span>The project’s greatest contribution lies in its methodological approach: the complex and varied question of housing in Latin American cities is approached from the conviction that social housing is a first-rate architectural and urban issue, in which the location and spatial and material components constitute specific contributions that cannot be avoided or understood as a simple reflection of political, social or economic contexts. The exchange experience with academic institutions from different countries has confirmed the critical value of this advance, highlighting the need to activate project instruments based on the rich architectural and urban experiences of social housing in Latin America.

<\/span>Through international workshops, seminars and other exchange activities, the project has managed to promote an Ibero-American research network on social housing architecture, composed of researchers from up to eight different universities: ETSAM, University of Buenos Aires (UBA), Faculty of Architecture and Urbanism University of Sao Paulo (FAUSP), Javerian Pontifical University of Bogot\u00e1 (PUJ), Pontifical Catholic University of Peru (PUCP), Catholic University of Santiago of Guayaquil (UCSG), National Autonomous University of Mexico (UNAM) and Anahuac Mexico University. The construction of this network has confirmed that Latin America constitutes a fundamental field in innovation and knowledge generation on social housing and urban regeneration policies for the near future, and therefore a fundamental opportunity for the creation of a long-term space that is not just for economic exchange but also for scientific and technical interchange. The fundamental challenges on which the advances of the project have concentrated are that the construction of social housing should be used to reduce land use and infrastructures and to generate a sense of the urban, of city, of community as well as of social cohesion and inclusion and not simply to provide shelter.<\/span><\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t
